Read the materials brought on record to the challenge which has been made to Annexure P/1 to Annexure P/4. Since Annexure P/4 is the Rule which is

also a subject matter for challenge made by the Petitioners who are said to be a Registered Society, this Public Interest Litigation is dismissed. If any individual is aggrieved by the operation of the impugned Rule, he has freedom to approach the Court individually. The collective challenge of such kind gives the Court a feeling that there seems to be some political agenda behind such challenge rather than genuine concern with regard to the interest group for whose cause the Petitioners are trying to fight.

The petition is dismissed.
