The petitioner contends that the petitioner was appointed as Assistant Professor (Commerce) in the year 1989. Subsequently, with the bifurcation of the State his services were allocated to the State of Chhattisgarh. During the service on the post of the Assistant Professor he completed the Ph.D. which was notified on 6/10/2016. It is stated as per the UGC grant commission the teachers who completed their Ph.D. while in service shall be entitled to three non-compounded increment. It is stated that the petitioner initially after obtaining Ph.D. on 19/12/2016 was granted such benefit, however by order dated 7/10/2017 Annexure P-1 same was stopped. Learned counsel submits that the petitioner subsequently has made representation in 2017 and subsequently when the representation was not decided it was repeated in 2019, same grievance remains undecided and prays that representation of the petitioner may be directed

to be decided by the Director, Higher Education. 2.

Considering the fact, documents shows that repeated representations were being made by the petitioner, taking into such fact, it is directed that the Director, Higher Education may decide the representation of the petitioner within a period of 90 days from the date of receipt of this order.
