At the outset, the counsel for the petitioner makes a limited prayer for issuance of direction to the respondent No.3 to decide the representation which the petitioner has made in respect of his date of appointment before the authorities in the department and which is pending consideration before the respondent No.3.

representation of the petitioner in accordance with the rules and regulations governing the field.
