In the instant Writ Petition, the petitioner was initially appointed as Dresser-Grade-I. While in service, the petitioner has undertaken the qualification of Diploma in Pharmacy (D-Pharma). Subsequent to his "

obtaining the diploma, the department has also sent him for the Pharmacy training which too the petitioner as successfully completed and lateron the petitioner has also got himself registered with the State Pharmacy Council. 2.

According to the counsel for the petitioner, under the Chhattisgarh Health and Family Welfare Department Non Ministerial Paramedical and

Nursing (Directorate Health Services) Class-III Service Recruitment Rules, 2013, there is a promotion channel for the petitioner from Dresser-Grade-I to Pharmacist- Grade-II. The petitioner fulfills all the eligibility criteria and the requisite experience for the said post. According to him, all the other districts have already initiated steps for promotion and similarly placed persons in the other districts have been promoted except for the district where the petitioner is working. According to the counsel for the petitioner, the petitioner has also made a detailed representation in this regard to the respondent No.4, but till date no effective steps have been taken by the respondents for redressal of his grievance.

Given the aforesaid factual matrix of the case, let the petitioner make a fresh representation in addition to his pending representation to the respondents No. 2, 3 & 4 who in turn are directed to consider the representation and try to redress the grievance of the petitioner, particularly when the similarly placed persons in the other districts have already been granted the benefit of promotion, at the earliest preferably within a period of 3 months from the date of receipt of representation. 4.

It shall be the responsibility of the petitioner to apprise the respondents No. 2, 3 & 4 so far as the order passed by this Court is concerned. 5.
