1. The grievance of the petitioner is that though he stands retired on 31.7.2018, yet the payment of TA bills has not been released.

2. It is contended that the petitioner while in service has submitted the T.A. Bills which was duly sanctioned by respondent no.2. The Director of Rural Industries vide order dated 25.10.2017 directed respondent no.3 District Sericulture Officer Janjgir to release the payment and inform accordingly. The same was not paid. Subsequently again a communication was made from the office of Director Rural Industries by letter dated 27.03.2019 (Annexure P-3) to release

the payment. It is stated that till date, the payment has not been released and respondent no.3, who is required to pay is not releasing the sum.

A perusal of Annexure P-1 and P-3 would show that the communication has already been made by the Director, Rural Industries (Sericulture department), Chhattisgarh to release the TA payment as per Annexure P-1. It is not in dispute that the petitioner has retired on 31.08.2018, therefore, if the payment was due and it was already directed to be paid by respondent no.2 the Director to the District Sericulture Officer who is said to be the Drawing and Disbursing Officer, respondent no.3 was required to release the amount. Since the amount has not yet been released, the instant petition has been filed.

4. Under the circumstances, it is directed that respondent no.3 shall release the amount of the petitioner within a period of 30 days from the date of receipt of this order.
