The grievance of the petitioner is the inaction on the part of the respondents in not granting of the relief of kramonnati in the year 2005. 2.

This Court is not inclined to entertain the writ petition only on the ground of delay and latches. The claim of the petitioner is of the year 2005. The petitioner stood retired from service only on 31/08/09. That means the petitioner was in service for a period of well over 4 years from the date of the alleged claim which the petitioner has made. Even after the petitioner having retired in 2009, the present writ petition is being filed after 10 years i.e. in January, 2019.

No plausible explanation has been given by the petitioner for the delay caused in approaching this Court.

Given the aforesaid facts, the present writ petition stands dismissed on the ground of delay and latches. However, the petitioner would not be precluded from approaching the authorities for ventilating his grievance by making suitable representations which the authorities may consider in accordance with law.
