By this petition, the petitioner seeks a direction to the respondent authorities to grant notional promotion to him on the post of Assistant Engineer w.e.f. 2007.

At this stage, learned counsel for the petitioner would submit that the petitioner may be permitted to move fresh representation and the respondents may decide the same within a specified time-frame. 3.
In view of the submission made by the learned counsel for the
petitioner, it is directed that the petitioner may submit fresh representation within 15 days from today and the concerned competent authority shall decide the same as early as possible, before the next D.P.C. 4.
Accordingly, the petition is finally disposed off. 5.
It is made clear that this Court has not expressed any opinion on the merits of the case and the respondent authorities shall decide the representation, on its own merits, strictly in accordance with law, without treating any observation made in this order, as opinion on the merits of the case.
