Petitioner is challenging the advertisement issued by the Zila Panchayat, Korea, for recruitment to the post of Panchayat Karmi.

There is no interim order in this petition staying the subject recruitment even though the selection has been made subject to final outcome of this writ petition.

Despite the observation of this Court, the respondents No.3 & 4 have informed this Court through their return that one Ritesh Kumar has already been appointed as Panchayat Karmi of Gram Panchayat Ramgarh, however, he has not arrayed as a party respondent in this petition, therefore, the petition suffers from non-joinder of necessary party. It is also mentioned in the return that the petitioner claims to be appointed as Secretary of such Gram Panchayat whereas the petitioner was never appointed by the Gram Panchayat and has never worked as Secretary.

Considering the entire facts situation of the case and particularly on account of non-joinder of necessary parties, the writ petition is dismissed.
