Order On Board 01/10/2015 Though last opportunity was granted, no reply has been filed by the State. Learned State counsel again prays for three weeks time to file reply. No further time is granted.

Looking to the nature of grievance, this petition can be disposed off at this stage. Grievance of the petitioner is that though the petitioner has moved application before the authorities for grant of lease in his capacity as refugee, no decision has been taken till date.

Without commenting upon the merits of the case, this petition is disposed off with a direction that the application submitted before respondents 2 and 3 should be considered within a period of four months from the date of receipt of copy of this order. The petitioner would be at liberty to submit all the necessary documents including circulars placed on record by the petitioner which shall be duly considered by the competent authority while deciding petitioner's claim.
