At the outset, learned counsel for the petitioner, would submit that the petitioner
may be allowed to make representation to the Competent Authority against the impugned refusal of his promotion on the post of Upper Division Teacher.

The prayer appears to be fair and reasonable. 4.
Be that as it may, the petitioner is at liberty to make representation to the Competent Authority against denial of promotion on the post of Upper Division Teacher within a period of 30 days from today, which will be duly considered and decided by the Competent Authority strictly in accordance with law, expeditiously, preferably within a period of next 60 days from the date of receipt of the representation.

With the aforesaid observation, the writ petition stands disposed of.
