1. Challenge in the present writ petition is the orders Annexure P/1 and P/2. Annexure P/1 is an order whereby the petitioner has been inflicted with punishment of stoppage of one annual increment without cumulative effect. Annexure P/2 is an order whereby the authorities have rejected the appeal/representation of the petitioner preferred against the minor punishment.

2. Annexure P/1 is an order dated 04.05.2017 and Annexure P/2 is an order dated 08.08.2017. The present writ petition has been filed only on 04.02.2021 i.e. almost after more than 3 and 1⁄2 years. No plausible explanation has been given by the petitioner for not availing the remedies on an earlier date. Moreover, meanwhile the petitioner also stands retired from service.

-23. For all the aforesaid reasons, this court is of the opinion that the writ petition suffers from delay laches. The same accordingly stands rejected only on the ground of delay laches.
