(1) Petitioner's father died in harness on 28.10.1999. His widow - Smt. Laxmin Bai (mother of the petitioner) made an application for compassionate appointment, which was rejected on 28.11.1994 and the same was not challenged by the petitioner and now she has filed application for compassionate appointment, which has
also been rejected.
(2) Application for compassionate appointment filed by the petitioner's mother i.e. widow of deceased government employee has already been rejected on 28.11.1994 on the ground that the same was barred by limitation as well as Smt. Laxmin Bai was not having requisite educational qualification for the compassionate appointment, and the same has become final as it was not challenged by the petitioner. Thus, the writ petition suffers from delay and latches and order dated 28.11.1994 has become final.
(3) Accordingly, the writ petition is dismissed on merits as well as on the ground of delay & latches.
