Ms. Kiran Singh, Advocate For Respondent/State :
Shri D.R. Minj, Dy. Govt. Advocate S.B. Hon'ble Shri Justice Manindra Mohan Shrivastava Order On Board 13/02/2017
1. This is second application for grant of bail. First application was not pressed at that stage.
2. Learned counsel for the applicant submits that at present, it is submitted that the applicant is in jail since 22/07/2016 and there is no material progress in the trial. It is submitted that even the charges have not been framed till date.
3. At this stage, looking to the period of pre-trial detention and nature and gravity of allegations, I am not inclined to grant bail to the applicant. The application is therefore rejected.
It is, however, surprising that till date, no charges have been framed.
4. The Trial Court is directed to expedite the matter and take necessary steps towards framing of charges at the earliest. If the trial is not concluded within a reasonable time, the applicant would be at liberty to revive this application.
-25. A copy of this order be sent to the concerned Court with a direction to inform progress of trial after three months.
