1. Learned counsel for the petitioner at the outset submits that let the petitioner make a detailed representation for ventilating his grievance to the respondents and the respondents in turn may be directed to decide the same in accordance with rules governing the field.

2. The said prayer of the petitioner has not been opposed by the respondents.

3. Accordingly, let the petitioner make a detailed representation to the respondents within a period of three weeks from today and the respondents, in turn, shall decide the same in accordance with rules within an outer limit of 90 days from the date of receipt of such representation. In the event if the representation is being decided, the same should be decided by passing a reasoned order.

4. It is made clear that this court has not expressed any opinion on the merits of the case so far as entitlement of any benefits to the petitioner is concerned.
