Learned counsel for the State expresses his inability to make definite statement for want of instructions.

The solitary grievance raised by the petitioner through this petition is that despite there being specific provision of consultation by the Central Government with the State Authorities under the statutory scheme of the Multi-State Cooperative Societies Act 2002 (for short "the Act of 2002"), the State Authority / Registrar of

Cooperative Societies Chhattisgarh is not taking any steps in the matter by sending it views to the Central Government despite repeated reminders of the Central Government. Under Section 2(b) of the Act of 2002, it is envisaged that if the Central Government, after consulting the Registrars of Cooperative Societies of the States concerned, is satisfied on relevant aspects, it may register the amendment and confer the status of Multi State Cooperative Societies.

The aforesaid statutory scheme obliges the Registrar of Cooperative Societies Chhattisgarh to send it views to the Central Government. It cannot remain idle.

In these circumstances, at this stage I deem it to expedient to dispose off the petition with a direction to the Registrar Cooperative Societies Chhattisgarh to send it views to the Central Government within a reasonable period of two months.

It is made clear that this Court has not commented upon the merits of the case. The Registrar Cooperative Societies would be free to send such views, which may be considered appropriate in its own understandings.

The petition is disposed off at this stage.
