1. It is stated that the petitioner has executed different contracts awarded by Nagar Panchayat, Dondilohara, District Balod and despite issuance of completion certificate, the petitioner is not paid the bills even though other contractors who have submitted bills subsequent to the petitioner have been paid the amount.
2. Let the petitioner move a representation before the Collector, Balod raising his grievance within a period of one month from today and thereafter the Collector, Balod shall decide the representation within a further period of three months after hearing the Nagar Panchayat, Dondilohara. In the event the Collector decides that for any lawful reason, the petitioner is not entitled for the amount,
-2he shall pass a speaking order after giving opportunity of hearing to the petitioner.
