1. The petitioner had earlier challenged the same action of the respondents by filing a petition before this Court which was disposed off as withdrawn with liberty to prefer representation to the State, but the petitioner did not prefer any representation to the State Government. He only gave representation to the Collector with copy to the State Government and then again filed this petition.
2. Therefore, I am not inclined to entertain the matter at this stage because the liberty was granted to approach the State Government, which the petitioner did not avail. The petitioner may prefer representation to the State Government and if no decision is taken by the State on the said representation, the petitioner would be at liberty to revive the petition.
