The petitioner, who is a Class IV employee, has challenged the transfer order on the ground that he has been transferred from Forest Division Baloda Bazar to Forest Division Dhamtari, as a result of which, his seniority and promotional avenues will be adversely affected, because he is an employee of District Level and not of Divisional Level.

Learned State counsel would submit that by the aforesaid transfer, seniority and promotional avenues of the petitioner would not be affected. 4.
