Hon'ble Shri Justice Manindra Mohan Shrivastava Order On Board 13/10/2017 The petitioner has filed this petition ventilating his grievance that he is not being considered for promotion to the next higher post despite available vacancies. Prayer is made for direction to hold DPC.

The rules relating to promotions are not on record nor placed before the Court for consideration. It is not known as to whether posts have to be filled up 100% by way of promotion or also by direct recruitment. Therefore, in these circumstances, I am not inclined to issue any mandamus. However, as the representation is already pending, the competent authority shall consider and decide the same as early as possible.
