Grievance of the Petitioner in the present writ petition seems to be the issuance of Annexure P-1, dated 21.8.2019, by Respondent No.1, whereby the second appeal of the Petitioner has been returned back on the ground that the application submitted by the Petitioner was illegible and not very clear.

Given the said observation by Respondent No.1, this Court is of the opinion that ends of justice would meet if the Petitioner is directed to approach the Respondent No.1 afresh by a clear typed copy of his original application and memo of appeal as also the orders passed by the two authorities below. Respondent No.1 in turn shall consider and decide the second appeal of the Petitioner on its own merits at the earliest. 3.
