Considering the fact that the Collector, Balrampur-Ramanujganj has passed the impugned interim order, which substantially affects the rights of the petitioner and in a way the order seems to be traveling beyond the scope of an interim order, ends of justice would be served if the Collector Balrampur-Ramanujganj is directed to decide the pending revision application preferred by

the respondent No.1, at the earliest, preferably within a period of 6 weeks from today.

In the meanwhile, the effect and operation of the impugned order shall remain stayed, however, if the revision petition is eventually allowed by the Collector, he would be entitled to direct mutation of name of the revision petitioner.

The writ petition stands disposed of.

Since this petition is heard and disposed of without issuing notice to the respondent No.1, it will be open for the said respondent to move an appropriate application for reconsideration of this order, if he so desires.
