Learned counsel for the petitioner would submit that the observations made by this Court obliged the respondents to decide petitioner's representation.

This Court did not find any ground in the writ petition, Therefore, it was left open for consideration of petitioner's representation ordinarily in transfer matters where representation are made, it should be decided. The transfer policy dated 11-07-17 also provides for decision by representation. Therefore, it is always proper that representation should be decided one way or the other.
