1. The challenge in the present writ petition is to the advertisement Annexure P-1 dated 11.09.2018.

2. The challenge is on the ground that the conditions stipulated by the authorities concerned do not match the guidelines which have been issued by the Department.

3. This Court, at the out set, does not find it to be a strong case for the reason that if we consider the eligibility criteria as provided under the

-2advertisement and also takking note of the conditions stipulated in the guidelines Annexure P-2 dated 01.02.2013, it would reveal that there is only a slight difference in the conditions stipulated in both and it appears that in the advertisement under challenge, there is only a minimum bench mark that has been prescribed for appointment on the post of steno-typist. Fixing up a minimum bench mark is not arbitrary or malafide particularly in case of recruitment. It is always within the domain of the employer to prescribe a particular process of selection and also for fixing of a minimum bench mark.
