It is made clear that the period spent before the High Court by the petitioner would be considered by the authorities, while considering the application for condonation of delay taking into consideration Section 14 of the Limitation Act.

Accordingly, the present writ petition stands dismissed as withdrawn with the aforesaid liberty.
