(1) The respondent No. 6 has been appointed on the post of Kotwar by the Appointing Authority. The petitioner has neither applied for the

post of Patwari nor he is aggrieved party and, therefore, he cannot maintain writ petition to question the appointment of respondent No. 6 on the post of Kotwar.

(2) Accordingly, it is held that the petitioner is not the aggrieved party and, therefore, he cannot maintain the writ petition for quashing the appointment order of the respondent No. 6. Thus, the writ petition, being devoid of merits, is liable to be and is hereby dismissed with cost of 5,000/- payable to the High Court Legal Aid Committee. ₹ Sd/- (Sanjay K. Agrawal) Judge D/-
