The grievance of the petitioner is that the Gram Panchayat/respondent No. 5 wrongly granted consent to respondent No. 4 to run a Poultry Farm in the year 2012. Even according to the petitioner, he came to know about this when construction started in the year 2014 and he made a representation to the Collector against construction of such structure. He cannot be permitted to challenge the same in the public interest litigation filed after almost three years. If the petitioner has any right, he may establish his right before the appropriate Court of law but not in the public interest litigation. The petitioner cannot raise this ground in public interest litigation.
