1. The petitioner has filed this petition aggrieved by his regularization w.e.f. 28.3.2002. The case of the petitioner is that he is entitled to be regularized and given seniority w.e.f. 1988.

-22. The petitioner was finally regularized on 28.3.2002, as stated in the petition. Thereafter, the petitioner did not raise challenge before this Court or any other forum claiming seniority from a date prior to the date of regularization. After 14 years, the petitioner has filed this petition seeking a direction to grant him seniority from 1988. The grievance raised by the petitioner before this Court is stale one. The petition suffers from delay and laches.

3. The petition is, therefore, dismissed only on the count of delay and laches.
