It appears the respondent No.4 has passed an order on 28-10-2015 directing the respondent No.5 to remove the
encroachment, however, the appeal preferred by the respondent No.5, before the respondent No.3 is pending for the last more than a year.

Considering the entire facts situation of the case, the writ petition is disposed of with a direction that the respondent No.3/SDO (R), Saja, shall dispose of the pending appeal preferred by the respondent No.5 at the earliest preferably within a period of six months, in accordance with law and on its own merits.
