In this petition, the petitioner has not being considered for promotion or next higher promotion of Teacher Panchayat.

In view of the provision of Rule 18(B) of Panchayat Service (Discipline and Appeal) Rules, 1999 which provides for statutory representation for ventilating the grievance of the petitioner before the competent authority, I am not inclined to keep this matter pending but to dispose off with liberty to the petitioner to file representation before the competent authority under the Rules of filing statutory representation to the competent authority. In case, the representation is made, same shall be considered within three months. A speaking order shall be passed in case the petitioner is not granted promotion. If his claim is not accepted, he can challenge the order before the appellate authority under Panchayat (Appeal and Revision), Rules, 1995. Sd/- (Manindra Mohan Shrivastava) Judge Rohit
