Without going into the merits of the matter, lest it may cause prejudice to the Petitioner, suffice it to observe that the Court is not inclined to interfere in exercise of its discretionary jurisdiction with a minor punishment for stoppage of one increment with non-cumulative effect especially with regard to the allegation the Petitioner himself had filed an application for compounding of the offences.
