Learned counsel for the applicant would submit that despite the order passed on 08.11.2017 in WPS No.2317/2010, the representation of the applicant has not been decided within 3 months.

Considering the fact that the competent authority has not yet passed the order, the contempt petition is disposed of with a direction that the applicant shall move a fresh application before the concerned authority along with the certified copy of the
present order bringing into the notice of the authority that it is required to pass an order in compliance of the order passed by the High Court. If despite such application, the authority fails to decide the representation, the applicant would be at liberty to move afresh before this Court and in such eventuality, this Court may presume that the authority does not intend to comply the order passed by this Court.

The contempt petition stands disposed of.
