The petitioner contends that the petitioner after completion of 20 years of service was granted second time bound pay scale by Annexure P-1 on 26/09/2015. It is stated that though the petitioner was granted benefit of time bound pay scale but actual payment has not been made till date including the arrears from 13/08/2013. It is contended that the petitioner has made several representation and even in the earlier occasion on 31/08/2018 communication was made by District Education Officer to the Block Education Officer by Annexure P-6, however till date benefit has not been granted.

Prima facie after going through the document Annexure P-1 dated 26/09/2015 it shows that the petitioner has been granted second time bound pay scale from 13/08/2013. By last communication dated 31/08/2018 which is been addressed by the District Education Officer, District South Bastar, Dantewada to the Block Education Officer, Block Katekalyan, District South Bastar, Dantewada request has been made to release amount of arrears and the benefit to be given to the petitioner. Considering the said fact since the petitioner has already been granted second time bound pay scale from 13/08/2013 on completion of 20 years of service and till date it has not been granted considerable time has passed, respondents are directed to release arrears alongwith interest as payable within a period of 60 days from the date of receipt of this order. 3.
