1. Heard.
2. The petitioner is claiming benefit of two advance increments in view of the State Government's Circular dated 02.11.2011 (Annexure P/1) on the ground that the petitioner has only one child, therefore, he is entitled for such increments.
3. Bare perusal of the said Circular would indicate that an
employee is entitled to two advance increments if after birth of one child, the husband or wife undergoes sterilization operation and if the husband or wife undergoes such operation after having two children, he will be entitled to one increment.
4. In case of the petitioner, he has adopted one child, but not undergone any sterilization operation, therefore, the prerequisites of the Circular has not been satisfied and as such, the petitioner is not entitled for any benefit of the Circular.
5. Consequently, the writ petition has no substance and the same deserves to be and is dismissed.
