Learned counsel for the petitioner would submit that in compliance to the order passed on 25.05.2016, the petitioner has already jointed at the transferred place i.e. at Jila Panchayat, Raipur on 01.06.2016, yet salary has not been paid to the petitioner.

Considering the fact that the issue brought before this Court only pertains to payment of salary, the writ petition is disposed of with a direction that if the petitioner prefers a representation within 15 days from today, the Jila Panchayat, Raipur shall decide the representation at the earliest, preferably within a period of 2 months thereafter. The Jila Panchayat shall consider as to whether the petitioner's joining was in accordance with law and has worked on the post before passing a speaking order on merits.

It is made clear that this Court has not expressed any opinion on the merits of the case and the respondent authorities shall decide the matter, on its own merits, strictly in accordance with law, without treating any observation made in this order, as opinion on the merits of the case.
