Learned counsel for the petitioner would submit that the petitioner is working on daily wages prior to 31.12.1997 and his case has
been recommended by the Scrutiny Committee constituted by the Department in terms of the circular dated 05.03.2008, yet no order has been passed since last more than 3 years. 2.
Considering the entire facts situation of the case, the writ petition is disposed of with a direction to the competent authority to decide the question about the petitioner's regularization in terms of the circular dated 05.03.2008, at the earliest, preferably within a period of 4 months from the date of submission of certified copy of this order.

It is made clear that this Court has not expressed any opinion on the merits of the case and the respondent authorities shall decide the matter, on its own merits, strictly in accordance with law, without treating any observation made in this order, as opinion on the merits of the case.
