1. The order under challenge has been issued by the Collector (Finance Branch) Raipur under the signature of Additional Collector, Raipur in exercise of powers under Rule 9 of the Chhattisgarh Civil Services (Classification, Control & Appeal) Rules, 1966 (for short 'the Rules, 1966').

2. The order is appealable under Rule 23 of the Rules, 1966, therefore, the writ petition is disposed of with liberty to the petitioner to avail the alternative remedy within 30 days from today. On an appeal being filed, the appellate authority shall consider and decide the appeal, on its own merits, within three months from the date of submission of appeal.
