The challenge in the writ petition is an order of punishment dated 11.04.2014, whereby the petitioner was inflicted with a punishment of stoppage of four increments with cumulative effect. 2.
The petitioner on an earlier round of litigation had filed a writ petition i.e. WPS No. 620/2015. The said writ petition was disposed of on 26.02.2015, whereby the petitioner was directed to prefer an appeal to the Appellate authority who in turn should decide the same at the earliest.

The petitioner immediately thereafter filed an appeal to the Governor, but the said appeal has till date not been decided. The record shows that the office of His Excellency the Governor has also forwarded the appeal of the petitioner to the Secretary, School Education Department vide order dated 23.03.2015, even then the
Secretary, School Education Department has not taken any decision on the said appeal.

Given the facts and circumstances of the case, it is directed that the Secretary, School Education Department, keeping in view the order passed by this Court in WPS No. 620/2015, dated 26.02.2015 and directions given by the Governor on 23.03.2015 and also taking note of the fact that 3 years have since passed, shall take the decision forthwith on the said appeal within a period of 60 days from the date the certified copy of this order is produced before the Secretary.

It shall be the duty of the petitioner to bring to the notice of the Secretary in respect of the disposal of this writ petition. 6.
The writ petition thus stands disposed of.
