1. Learned counsel for the petitioner would submit that as against order dated 11.08.2015 imposing punishment of stoppage of two increments without cumulative effect and reduction in pay-scale by two stages, the petitioner has preferred an appeal before the appellate authority on 02.03.2016 in terms of the Chhattisgarh Rajya Gramin Bank Regulations, 2013, yet the appeal has not been considered and decided despite lapse of more than a year.

2. Considering the entire facts situation of the case, the writ petition is disposed of with direction that the appellate authority shall consider and decide petitioner's representation at the earliest, preferably within a period of three months from the date of submission of certified copy of this order.

3. It is made clear that this Court has not expressed any opinion on the merits of the case and the respondent authorities shall decide the matter, on its own merits, strictly in accordance with law, without treating any observation made in this order, as opinion on the merits of the case.
