1. According to the petitioner, who is a Revenue Inspector, the Collector has no authority to pass an order directing a Revenue Inspector to impart training to the Patwaris, because under the Land Record Manual, such power is conferred on the Commissioner (Revenue) or the Director of the Land Records.
2. Let the Commissioner of the concerned Division pass an order directing the petitioner to impart training to the Patwaris within a period of 15 days. If the Commissioner fails to pass an order, contempt proceedings shall be initiated. Compliance shall be forwarded to this Court.
