1. The respondents were granted last opportunity to file reply, but no reply has been filed.

2. The petitioner's application for grant of higher pay-scale claiming parity

-2on the basis of orders passed in other similar cases has been rejected by the impugned order without assigning any reason whatsoever.

3. The competent authority ought to have stated reasons why the petitioner's case has not been found to be eligible for grant of benefit higher pay-scale. Let the speaking order be passed by the respondentauthority within a period of 6 weeks from the date of receipt of copy of this order.

4. Accordingly, with the observation/direction as above, this petition at this stage is finally disposed off with liberty to revive in case petitioner's grievance is not redressed.
