The limited grievance that the petitioner has is that inspite of petitioner having served the respondents for more than 20 years he has not been granted the benefit of second Kramonnati which otherwise a government employee is entitled for.

According to the petitioner, on an earlier occasion the petitioner was granted first Kramonnati that he was entitled for, but later on it was withdrawn without assigning any reasons. The petitioner preferred a Writ Petition being WPS No.1219 of 2014 which stood disposed of on 07.03.2014 directing the respondents to decide the representation of the petitioner against the cancellation of his benefit of Kramonnati. According to the petitioner though he has made representation in this regard but till date no decision has been taken on the said representation. Neither they have granted benefit of Kramonnati to the petitioner.

Given the aforesaid facts, let the respondents No.2&3 take a decision on the representation of the petitioner. While deciding the representation, they shall also consider why the petitioner is not entitled for Kramonnati or why he has not been granted the benefit of Kramonnati inspite of having put in more than 20 years of service. Let this exercise be completed within a period of 90 days from the date of receipt of copy of this order. 4.
