Grievance of the petitioner in the instant petition is that he has been denied promotion in an arbitrary manner by the respondents on two earlier occasions without'any disqualification on the part of the petitioner whereas other similarly placedapersons and even junior to the petitioner have been promoted.

Counsel for the petitioner submits that the petitioner has already made three representations to the respondents vide representation dated 27.06.2012, 23.10.2612 and 05.05.2015 but the respondents have not taken any decision till date.

Counsel appearing for the State submits that sometime may be given to the respondents for deciding the case of the petitioner on merits.

Accordingiy, the instant writ petition is disposed of with a direction to the respondents for considering the representation of the petitioner objectively.

The respondents shall decide the representation of the petitioner as expeditiously as possible preferably within a period of three months fro m today.

Needless to mention that in the event if the respondents find that the petitioner is not entitled for the relief claimed for, the representation shall be objectively decided by a speaking order communicating the same to the petitioner.
