Learned counsel for the appellant fairly concedes that exactly similar issue as involved in the connected matters arising out of the common judgment was considered by this Court and it stands decided against the cause projected herein, as per judgment dated 17.05.2019 in Writ Appeal- 169 of 2019 and connected cases.
