1. The relief sought for by the petitioner through the present writ petition is for grant of proper seniority to the petitioner on the post of Lecturer.
2. According to the petitioner, she was entitled for promotion on the post of lecturer w.e.f. 18.08.1998 but the same was granted to her w.e.f. 13.12.1999. Meanwhile, some of the juniors to the petitioner have been granted promotion ahead of the petitioner from 1998 itself. Thus, the
petitioner claims for proper seniority and promotion to the post of Lecturer w.e.f. 18.08.1998. Counsel for the petitioner refers to Annexures P-8 to P11 which are various correspondence made between respondents 2 & 3.

A plain reading of the contents of these correspondence would show that the issue of seniority of the petitioner from 1998 is under consideration before respondent no.2 who in between had called for the details of the educational qualifications and other relevant materials for considering the said issue. However, no final decision has been taken in this regard by respondent no.2.

Given the aforesaid factual matrix of the case as is revealed from the contents of the writ petition and the documents enclosed thereto, this Court is of the opinion that ends of justice would be served if respondent no.2 is directed to take a decision on the claim of the petitioner for grant of promotion/seniority from 18.08.1998 in stead of 13.12.1999. Let respondent no.2 take a decision in this regard at the earliest preferably within a period of 90 days from the date of receipt of copy of this order and a suitable intimation also be given to the petitioner if the same is decided against the petitioner.
