The present writ petition has been filed challenging the Annexure P-1 whereby the respondents have issued a circular dated 12.1.2018 stating that all those Assistant Teacher (Panchayat) Librarian who possess requisite educational qualification and have service experience of 7 years would be considered for promotion to the post of Teacher (Panchayat) Librarian. 2.
The only apprehension of the petitioner is that by virtue of the said circular the respondents may promote the Assistant Teacher (Panchayat) of different subjects as Teacher (Panchayat) Librarian. 3.
This submission of the petitioner is only an apprehension on the ground that in some other districts there are some promotions given to the Teachers belonging to different subjects as Teacher (Panchayat) Librarian. The said circular (Annexure P-1) does not in any manner envisage the clause of providing promotions to the Teachers of different subjects as Teacher (Panchayat) Librarian. The apprehension of the petitioner is totally uncalled for at this stage. The circular (Annexure P-1) is as specific as it can be, which says that only the Assistant Teacher (Panchayat) Librarian who fulfill the
educational qualification and also have the requisite service experience of 7 years can be considered for grant of promotion to the post of Teacher (Panchayat) Librarian.

This Court has no hesitation in holding that the respondents shall ensure that the said circular dated 12.1.2018 shall be acted upon in its letter and spirit without any deviation whatsoever.

With the aforesaid observation, the writ petition as on date stands finally disposed of.
