consider and decide the representation of the petitioner so far as his unpaid bills are concerned.

Accordingly, the writ petition stands disposed of directing the respondents 2 to 4 to take appropriate steps in deciding the representation of the petitioner in accordance with the rules governing the field at the earliest preferably within 90 days from the date of receipt of copy of this order.
