Without expressing any opinion on the merits of the dispute in appeals now, keeping in mind that the private respondent Rajkumar Pandey is superannuating on 31.8.2018, these appeals stand disposed off with an observation that the decision of the State Government, which may have been taken allowing him to continue since he has less than one year of service, has not been passed in proper perspective and facts, if not misrepresentation of the High Court's observation in relation to the transfer specially made in WPS No.4143 of 2017.
