1. The petitioner is seeking direction to the respondents to immediately issue appointment orders appointing him on the post of Jail Prahari for which an advertisement was issued and selection process was drawn and eventually, as per the newspaper report, the petitioner was also selected.

2. Having heard learned counsel for the parties and on perusal of the

papers, it would appear that the petitioner was never informed by the authorities that he has been selected for the post of Jail Prahari. A candidate cannot claim appointment merely on the basis of newspaper report.

3. It is the stand of the State Government that subsequently the entire selection process was cancelled and a direction was issued to initiate fresh selection process, therefore, the petitioner has no right to claim appointment.

4. It is settled law that even if the name of the candidate finds place in the select list there is no right of appointment merely on the basis of inclusion of name in the select list. The petitioner is placed in much inferior stage because for him no select list was issued containing his name.

5. Considering the totality of the circumstances, this Court does not find present to be a fit case worth interference.
