1. The limited grievance is that the petitioner has fixed the non counting of the third time bound pay scale on completion of continuance 30 years of service on the same post.

2. According to the petitioner, he has been periodically released of the first and the second time bound pay scale and in terms of the recent circular of the State Government dated 08.08.2018 and 28.01.2011, the petitioner would be entitled for the third time bound pay scale on completion of 30 years of service and which the petitioner has already completed and he has therefore become entitled for the said benefit.

3. Subject to verification of the entitlement of the petitioner the respondents No.2 to 5 shall take an appropriate decision on the claim of the petitioner for third time bound pay scale in accordance with the rules and regulations, at the earliest preferably within a period of 90 days from the date of receipt of copy of this order.
