His appeal has remained pending since then.

He was never allocated the State of Madhya Pradesh pursuant to re-organisation. No useful purpose shall be served by keeping this writ petition pending. The requisites for Rrocess fee for issuance of notice to the State of Madhya Pradesh was deposited on 01.05.2013 and notice
\H1 issued on 04.05.2013 by No.8456/registered post. There shall be a presumption for service on the State of Madhya Pradesh after 30 days. 4.
Let the Secretary, Department of Planning and Statistics, Government of Madhya Pradesh dispose the appeal of the Petitioner by a reasoned and speaking order within a maximum period of four months from the date of receipt and/or production of certified copy of this order before him subject to cooperatiQn by the Petitioner. 5.
